looks home made pony bracket. tank and tank strap not included. really stiff stainless steel. hose clamps are for a 9 cubic foot tank but with bigger clamps would work with the 13 cubic foot as well. holds surprisingly well under bcd strap. blue tape was just there to hold the clamps on and has nothing to do with structure of bracket.
